TV PROGRAMME Both National and International TVs are expected to broadcast several reports of GEF.
“PINK DOLPHIN” The school entering the greatest number of different competitions/festivals within GEF 2010 will receive the GEF’s “Pink Dolphin”. The highest number of points scored from all the competitions, divided by number of competitions will be used to establish the winner between schools with an even number of entries. The panel’s decisions are final.
PARADE On Thursday April 22, 2010 in the afternoon all the finalist schools in all competitions are invited to parade through the streets of Sanremo. Each group will be carrying a placard or a banner bearing the school’s name, their geographic area and their nation. Each school must notify us if they wish to take part in the parade, as requested in the registration form. They should possibly arrive in Sanremo by Wednesday April 21 or at the latest Thursday morning April 22. For event management reasons or due to bad weather conditions GEF’s Committee may decide to cancel the parade. Their only obligation will be to notify the schools. Parts of the parade will be shown in the official GEF 2010 DVD.
“STUDENTS’ WHITE NIGHT” The Committee of GEF has created a “Students’ White Night” on Friday 23 April 2010. At the end of the Dance and the Fashion finals the “Students’ White Night” will start. All finalist schools will perform in the open-air of the town in a great public celebration with all the local schools. The festivities will go on until 3 a.m.
FINALS While in Sanremo all finalist schools, will be entitled to watch the final performances of Eurotheatre, participate in gatherings with famous persons invited by GEF and watch the final performances of dance, fashion, music and school bands. Official participants will have free entry. All those accompanying the participants are expected to pay. All seats must be booked and will be available till sold out.

INTERNATIONAL SCHOOL BANDS FESTIVAL
Conditions of Entry
Art.1 The fifth “INTERNATIONAL SCHOOL BANDS FESTIVAL” will take place during GEF. The final stages of the competition will take place in Sanremo during April 21 - 25, 2010.
Art.2 Entry is open to SCHOOL BANDS from public and legally registered private schools from Italy and other countries. The number of students in each band is unlimited. Participation is open to · Primary schools · Lower secondary schools · Upper secondary schools The entry is also open for Bands from cultural associations of youth, religious or other types of youth clubs. All the members of a band including those in the choreography (majorettes or other groups) must be: · students from the same school or · students from several schools of different levels and include different age groups Bands must not be professional and the age of the participants 5 – 19 years old. Each band may use a limited number of non-professional musicians, though belonging to an unsuitable age group, including school teachers, but they must not exceed 15% if the total number of teaching staff. The member’s of the judging panel can check the dentity of players at any time by using the details provided with the registration forms.
Art.3 PARADE - On Thursday April 22, 2010 in the afternoon all the finalist schools in all competitions are invited to parade through the streets of Sanremo. If a group eventually can’t play their music, they have to take part in the parade anyway. They should possibly arrive in Sanremo by Wednesday April 21 or at the latest Thursday morning April 22. During the parade the school bands can play any kind of music, and their exhibition will not effect the Jury of the competition. Parts of the parade will be shown in the official GEF 2010 DVD. “STUDENTS’ WHITE NIGHT” – Also during the “Students’ White Night” the school bands can exhibite. MUSICAL PERFORMANCE - The bands selected for the Sanremo finals are supposed to perform Friday April 23. Each registered band will play the piece of music chosen by the band as their entry form for the competition at a location chosen by the Organizing Committee. Each musical piece must not last longer than 5 minutes. No music stands will be available, therefore the use of music in book format is recommended. The list of musical pieces must be included in the registration form (see art. 6). No electric instruments are allowed. All information regarding the logistics, timetable and any changes to the parade and competition performances, will be forwarded to the relevant schools before the finals. The bands gaining the first three placements and the band receiving an award for best choreography will play at the settled venue for one of the finals of GEF 2010. The band winner of the “School Creativity Award” (Silver Dolphin) will also perform on Sunday morning during the closing ceremony of GEF 2010.
Art.4 COMPETITION’S RULES · Bands selected for the finals must parade both on Thursday afternoon and, for five minutes, on Friday when they are supposed to be assessed by the Jury Panel. Any band, which may be unable to play while parading must still participate in the parade in an orderly fashion and bear the sing or banner with the name of their school and place of origin. · GEF’s committee will decide in what order the bands will play depending on technical and organizational demands. Competing bands will be notified in writing. · The same conductor must not lead more than one band, however two conductors may take turns. · Electronic instruments will not be admitted · Electrical generators are not allowed · Motor operated trolleys to transport musical instruments will not be allowed. · Majorettes and other groups can be used as choreographic supports. · Any changes of participants will only be considered by GEF’s Committee and by the Panel’s chairperson after receiving written notification no later than 48 hours before the beginning of the competition. · Bands must not hold concerts or take part in events while in Sanremo unless they are given notification in writing by GEF’s Committee · No money will be owed to the participating bands for photographic or audiovisual takes. It understood that such takes may be used for radio broadcasts or recorded onto CDs. · GEF’s Organizing Committee, the promoting association and the company providing technical support will not accept any liabilities for personal or material injuries or accidents occurring while travelling or during the Festival
Art.5 THE JUDGING PANEL AND THEIR DECISIONS · The panel consists of musical icons and experts. · The panel will judges on the basis of: a) the musical performance on the whole (intonation, quality and sound balance, technique and articulation, unity and rhythm, expression, dynamics, and interpretation) – b) choreography (majorettes or other groups) · Bands playing longer than the set time of two minutes will be penalized by losing one mark off the final evaluation. · Any band arriving later than the established time without a valid excuse will be excluded from the competition.
· Any band with more than the required number of players, including teachers from their school, above the quota of 15% of teaching staff will be excluded from the competition · Any band using electronic instruments will be excluded from the competition The selection panel and the judging panel’s decisions are final.
Art.6 HOW TO REGISTER Registration forms must be forwarded to: GEF - “International School Bands Festival” – via Roma 166 – 18038 Sanremo (IM) - Italy. Enclosing the following: · A completed registration form · The title of the musical piece to be played in the competition. Please specify if the piece is original, rearranged, or unpublished etc · The title of those pieces, which will be played outside the competition, during the parade · An historical and artistic curriculum of the band · The conductor’s curriculum · A photo of the band · A list with full names of the student musicians with details of date and place of birth and an indication of the instrument they play. Please add the names of any players above the quota. · A list with full names of students in the choreography (majorettes and other groups) · The full score of the musical “free choice” piece for the competition, which will remain in the Festival’s archives · A recording of the musical piece for the competition – possibly a recent production recorded on a CD or DVD – bearing a label on the case with the name and address of the school and the title of the musical piece. · A technical description including the position of players during the performance · A copy of the receipt as proof of payment of EURO 105,00 net, being the registration fee. Any incomplete registrations will not be accepted. The registration form must be received by the 15th of February 2010 complete with the items mentioned above. All material will remain the property of GEF to be used within the limitations set by the laws. No materials will be returned.
Art.7 Each band admitted to the competition finals will provide its own requirements (sheet music, instruments etc.). All the finalist schools and bands in the competition will be recorded in the official 2010 GEF’s bilingual catalogue (Italian/English).
Art. 8 The bands admitted to the competition finals will be contacted in writing by the 10th of March 2010 and the schools which are not admitted will receive a full refund of the € 105 registration fee. The bands admitted to the competition finals must send confirmation in writing by fax and registered mail by the 17 th of March 2010, they must also send: a) SIAE card; b) SIAE authorization, for those pieces for which it is required (all bands taking part in the competition finals, whose musical pieces do not need SIAE copyright payments, need to send a letter of authorization – acquittance) ; c) technical specifications; The registration fee includes SIAE copyright during the live exhibition in Sanremo. The donations will be presented to the relevant charities during the closing ceremony at settled venue for the finals, on Sunday April 25, 2010.
Art.9 A panel of experts chosen by GEF will select the bands for admission to GEF 2010 finals. The panel’s decisions are final. The Selection Committee will judge on a technical basis. If two or more schools are even, the bands that registered earlier will be chosen (the postmark will be used as proof). Any bands not admitted to GEF’s 2010 finals in Sanremo will be refunded the entire amount of the registration fee.
Art.10 PRIZES Prizes to be awarded are: · The prestigious “School Creativity Award” (a silver dolphin) to the winning band. · GEF Trophy to the two runners up. · The “Plate GEF ” to the band with the best choreography (majorettes, other groups etc.) · The “Pergamena GEF” to all the schools bands taking part in GEF’s competition finals. The judging panel may award other prizes.
Art.11 There will be a final performance on Sunday morning April 25, at the settled venue, with performances and a GEF 2010 award presentation to the assigned winners of the music, dance, school bands and fashion competitions. Other prizes awarded will be the prize “Global Education Awards” (in its twelfth year). This is the only international education prize awarded each year to persons and associations who through their thoughts, words and actions, have fostered the growth and development of education.
Art.12 All entrants taking part in the competition finals in Sanremo will undertake to pay for their own board and lodgings. For reasons of organization and event management, entrants and accompanying adults coming from a distance above 150 Km from Sanremo, or anyone spending nights in Sanremo while taking part in GEF 2010, will need to book through GEF and stay for at least two nights choosing accommodation from the enclosed price list and packages in order to gain accreditation and be able to take part in the competition finals. This will gain them accreditation and the ability to participate in the Sanremo finals The organizers do not accept any liabilities for accidents or injuries either during the journey to Sanremo or throughout the festival duration. Each participating school will be sent a form by the booking organization including modes of payment. Considering the thousands of finals participants coming from Italy and from abroad, early bookings are highly recommended. All finals participants will receive GEF’s gadgets.
Art.13 GEF reserves the right to record and/or film and/or broadcast the event in its entirety or in part, using any medium (print, photography, radio, television, audio-visual etc.) and to accompany the event with one or more promotion or publicity, without owing any payments to anyone including all participants.
Art.14 The competition finals in Sanremo may undergo some changes due to technical or organizational factors, however these will be communicated forthwith to all interested parties.
Art.15 All works received will remain the property of GEF. GEF reserves the right to publish or used them in other shows without owing any payments to anyone including all participants.
Art.16 All printed matter and trademarks are protected by copyright; therefore any use or reproduction by any medium is prohibited. Anyone using all or part of it without express permission will be prosecuted.
Art.17 Anyone taking part in the event is expected to have read and understood the conditions set by these regulations and to accept them unconditionally. Participation to the event also implies that each participant explicitly agrees to allow GEF to access its archives and process all personal data provided, according to the Act D.L. n. 196 del 30/6/2003, and admits knowledge of his/her rights as set of the above mentioned Act of Parliament.
