TV PROGRAMME
Both National and International TVs are expected to broadcast several reports of GEF.

“PINK DOLPHIN”
The school entering the greatest number of different competitions/festivals within GEF 2010 will receive the GEF’s “Pink Dolphin”. The highest number of points scored from all the competitions, divided by number of competitions will be used to establish the winner between schools with an even number of entries. The panel’s decisions are final.

PARADE
On Thursday 22 of April 2010 in the afternoon all the finalist schools in all competitions are invited to parade through the streets of Sanremo. Each group will be carrying a placard or a banner bearing the school’s name, their geographic area and their nation. Each school must notify us if they wish to take part in the parade, as requested in the registration form. They should possibly arrive in Sanremo by Wednesday April 21 or at the latest Thursday morning April 22.
For event management reasons or due to bad weather conditions GEF’s Committee may decide to cancel the parade. Their only obligation will be to notify the schools. Parts of the parade will be shown in the official GEF 2010 DVD.

“STUDENTS’ WHITE NIGHT”
The Committee of GEF has created a “Students’ White Night” on Friday 23 April 2010. At the end of the Dance and the Fashion finals the “Students’ White Night” will start. All finalist schools will perform in the open-air of the town in a great public celebration with all the local schools. The festivities will go on until 3 a.m.

FINALS
While in Sanremo all finalist schools, will be entitled to watch the final performances of Eurotheatre, participate in gatherings with famous people invited by GEF and watch the final performances of dance, fashion and music. Official participants will have free entry. All those accompanying the participants are expected to pay. All seats must be booked and will be available till sold out.

Conditions of Entry


Introduction
The “International School Movie Festival” supports creativity and visual arts education. During the finals of the “International School Movie Festival” in Sanremo, the authors of the movies selected will be able to make a short presentation of their work. The following activities will also be organized:
·  A meeting with a famous personality from the world of cinema.
·  A gathering and forum, at the end of screenings of finalist movies with students, teachers and cinema experts, to discuss the works presented.
The school, winner of the “School Creativity Award” (silver dolphin)(see art.8) of the ninth edition of the   international School Movie Festival”, will be able to participate straight on in the 64th edition of the “International Film Festival of Salerno”

Art.2
Italian and non Italian schools can compete by entering a TV advertisement (lasting no longer than one
minute) or a short movie ( max 15 minutes) produced by the students with the participation of teachers from
the school attended and eventually with the collaboration of external agents.
Schools will be divided into the following categories:
A – Pre-schools and Primary Schools
B – Lower Secondary Schools
C – Upper Secondary Schools
D – Special section - Schools of Cinema, cultural associations of youth, religious or
other types of youth clubs.

Art.3

Films presented can be in Italian, English, Spanish, French or German.
No publicity is allowed in the movies.
Each school may enter one or more movies up to a maximum of 3.

Art.4
How to enter
Schools wishing to enter the competition must submit a copy of the film produced to :
"GEF- International School Movie Festival"- Via Roma, 166 -18038 Sanremo - Italy, within the 15th of February 2010.
All works entered must be accompanied by:
·  A completed registration form.
·  A list of names of the group/class who produced the work as in Art.2
·  A photo of the entire group/class who produced the work
·  A copy of the receipt as proof of payment of the entry fee of € 90,00 for each
work entered. Payment must be made (please choose one) to:

Funds raised from all entry fees will be donated to charity after costs and taxes have been deducted. The
donations will be presented to the relevant charities, during the closing ceremony at the settled venue for the
finals, on Sunday April 25, 2010.

Art.5
Films entered may be in the following formats: VHS, SVHS, VIDEO 8, 8 HI, MINI DVD, DVD, DV CAM, UMATIC,
BETACAM, and two copies must be submitted.

Art.6

A panel of experts appointed by GEF’s Committee, will select and short-list films for the Sanremo finals and
as well as selecting the winning films.

Art.7
Screening of finalist films – Each finalist movie will be screened in Sanremo during the final stages of GEF
2010.
The selection panel will be present at the screenings and will announce the winners. After the screening of each film selected a forum will be held with the participation of the members of the panel and the authors of each video. The authors of the movies selected may provide a brief foreword on their work, explaining the video’s aims, intentions, technical details of the production, target audience etc. Such presentation may not be longer than tree (3) minutes.
GEF’s organizing committee will not accept any liability for work submitted using faulty materials or in different formats than those requested.

Art.8

Prizes will be given to the winners of each section and the absolute winner will receive the prestigious “School Creativity Award” (Silver Dolphin). The jury reserves the right to select winners in one or more sections, award two or more winners in the same section and/or award other prizes.
The panel’s decisions are final.
The winning schools will receive their prizes in Sanremo” during one of the final performances of GEF 2010.
All finalist schools will receive GEF’s participating certificate.
All finalist schools will be entered into the official GEF 2010 bilingual (Italian/English) festival program.

Art.9
STUDENTS PRIZE”
This prize will be awarded to the best work by a judging panel of students, selected by GEF’s organizing committee. The panel of judges will be different for each competition.
The panel’s decisions are final.

Art.10
WORKSHOPS
Both students and teachers will be able to take part, free of charge in a gathering - workshops held by an expert in the field, during the finals of GEF 2010.

Art.11
All materials received will remain the property of GEF. Videos will not be returned, as they will go into our  rchives of the event for artistic and cultural purposes.

Art.12

Entrants who have qualified for the finals will be notified by March 10, 2010. The schools must confirm in writing, by fax and send a letter by registered mail by March 17, 2010.

Art.13
GEF may require some schools, whose work is of particular significance, to sign a release agreement, thus reserving the right to record and/or broadcast the event in its entirety or in part, using any medium (print,
photography, radio, television, audio-visual etc.). GEF may also choose to accompany the event with one or
more promotion or publicity, without owing any payments to anyone, or to any participants.

Art.14

Everyone taking part in the finals in Sanremo will undertake to pay for his/her own board and lodgings. For reasons of organization and control, participants and accompanying finalists coming from more than 150 km.
away from Sanremo, or anyone intending to spend one or more nights in Sanremo during GEF 2010 finals,
will need to book through GEF choosing accommodation, for a minimum of two nights, from the enclosed price list, this will give them accreditation and enable them to take part in the finals.
Each participating school will be sent a form by the organizers including modes of payment.
Considering the number of bookings processed during the previous edition of GEF, both from Italy and abroad, early bookings are highly recommended.
Those who will participate in the finals will receive GEF’s gadgets.

Art.15

There will be a final performance on Sunday morning April 25, at the settled venue, with performances and a GEF 2010 award presentation to the assigned winners of the music, dance, school bands and fashion competitions. Other prizes awarded will be the prize “Global Education Awards” (in its twelfth year). This is the only international education prize awarded each year to persons and associations who through their
thoughts, words and actions, have fostered the growth and development of education.

GEF reserves the right to record and/or film and/or broadcast the event in its entirety or in part, using any medium (print, photography, radio, television, audio-visual etc.) and to accompany the event with one or more promotion or publicity, without owing any payments to anyone including all participants.

Art.17
The competition finals in Sanremo may undergo some changes due to technical or organizational factors, however these will be communicated forthwith to all interested parties.

Art.18

All works received will remain the property of GEF. GEF reserves the right to publish or used them in other shows without owing any payments to anyone including all participants.

Art 19

GEF’s Organizing Committee, the promoting association and the company providing technical support will not accept any liability for personal or material injuries or accidents occurring while travelling or during the Festival.

Art.20

Anyone taking part in the event is expected to have read and understood the conditions set by these regulations and to accept them unconditionally. Participation to the event also implies that each participant explicitly agrees to allow GEF to access its archives and process all personal data provided, according to the Act D.L. n. 196 del 30/6/2003, and admits knowledge of his/her rights as set of the above mentioned Act of Parliament.
